This study aims to analyze the developments in electoral laws in Morocco during the period 2021–2026 and to assess their impact on the political landscape, with a particular focus on the electoral quotient and the electoral threshold as key mechanisms for seat allocation. The study examines the reforms introduced in the 2021 elections, notably the adoption of the electoral quotient based on the number of registered voters and the abolition of the electoral threshold, along with the political debates they generated. It also addresses the reforms related to the 2026 elections, particularly those concerning the organization of the electoral process and the promotion of political integrity.
The study concludes that, despite their organizational significance, these reforms have a limited impact on fundamentally reshaping political power balances, due to the persistence of the same mechanisms governing electoral outcomes. However, they contribute positively to enhancing electoral transparency and integrity.
