This article examines the transformation of Morocco’s counterterrorism approach, focusing on the growing role of early threat detection, prevention and rehabilitation. It argues that this transformation is cumulative rather than a completed institutional break: criminal justice and intelligence remain central, while religious education, social reintegration and international cooperation broaden the scope of prevention. The study combines legal and institutional analysis with a documentary examination of selected developments in 2025 and 2026. It distinguishes operational anticipation, which addresses a specific criminal threat, from strategic anticipation, which seeks to reduce the conditions that enable recruitment and recurrent violence. The findings suggest that institutional specialization and African cooperation indicate changes in policy instruments but do not, by themselves, demonstrate lasting preventive effectiveness. The article therefore proposes an assessment framework connecting harm prevention, legal safeguards and sustainable reintegration, while distinguishing official announcements from independently measurable outcomes.
