Abstract

     This study examines parliamentary diplomacy as one of the modern practices in the field of international relations, which has emerged as a result of the transformations witnessed by the international system and the increasing role of parliamentary institutions in external affairs. The study aims to clarify the concept and nature of parliamentary diplomacy and distinguish it from official diplomacy, while examining its historical and institutional development. It also addresses the constitutional and legal basis of parliamentary diplomacy in Morocco by examining the position and powers of Parliament and the mechanisms through which it conducts diplomatic activities, particularly parliamentary friendship groups, joint committees, conferences, and international parliamentary unions. Furthermore, the study seeks to highlight the role of parliamentary diplomacy in promoting dialogue and cooperation between states, defending national interests, and contributing to the resolution of international issues, while also addressing the presence of women in parliamentary and diplomatic activities. The study concludes that parliamentary diplomacy has become a complementary mechanism to official diplomacy; however, its effectiveness remains dependent on the clarity of its powers, its coordination with institutions responsible for foreign policy, and its ability to adapt to the transformations taking place in international relations.
