This article examines Ali Oumlil’s conception of difference as a fundamental basis for building democracy in Arab societies by linking culture to multiculturalism and mutual recognition. It argues that culture is not merely a from of heritage or accumulated knowledge, but rather a system of values and behaviors that shapes society politically and socially. The article further critique the reality of Arab education, which reproduces social inequality and authoritarianism instead of fostering critical thinking and citizenship. It also analyses the exploitation of religion and identity in ideological conflicts, asserting that the modernization of culture and education –ground in social justice and freedom –constitutes a perequisite for establishing a democratic society capable of managing difference and transforming it into a civilizational and developmental force.
