Abstract

The topic addresses the transformation of public service management from the model of direct administration to delegated management within the framework of the evolution of the concept of public governance. Although direct administration ensures the principles of public service, it has shown limitations related to bureaucracy, weak efficiency, and high costs. In contrast, delegated management emerged as a modern contractual mechanism allowing the involvement of the private sector to improve service quality under state supervision.

However, this shift raises issues related to contractual balance, ensuring the continuity of public services, and defining responsibilities. It reflects the state’s transition from a direct service provider to a regulator and overseer, within a governance approach that seeks to balance economic efficiency with the public interest.
