Abstract

Digitalization has constituted one of the strategic undertakings pursued by Morocco in response to international transformations and in its effort to modernize public administration and enhance the quality of public services. Since the 1990s, the state has initiated changes in the methods of managing public facilities, with the aim of shifting from a traditional, paper-based administration to a modern administration that relies on information and communication technologies.

Territorial communities have accompanied this transformation by digitalizing part of the administrative and financial procedures and bringing services closer to citizens. However, the implementation of this reform at the territorial level continues to face material, technical, and human challenges that limit its effectiveness. Despite these constraints, the prospects for strengthening digital management remain promising, particularly with the adoption of an integrated national digital vision and the growing awareness of the importance of digitalization in supporting development and enhancing territorial governance.
