The reseach paper addresses a very important topic ; so, the emergence of participatory democracy was not a coincidence. Rather, it is the product of a long process of democratizing political life.
At the application level participatory democracy has known various forms, ranging from direct democracy through which individuals exercise all public authorities in countries in an actual and direct manner. Representative or representative democracy is based on the people choosing their representatives to act on their behalf in exercising power.
The representative and representative systems in achieving the basic goals and contents of democracy have been exposed, especially to the difficulties faced by human societies in managing public affairs issues which was known for its complexity and great challenges, such as issues of human rights, development, environmental protection, and other contemporary issues.
Participatory democracy was adopted as a mechanism for participation in the management of public affairs, and the citizen communicated with state institutions and exercised the right to management and decision making, formulation, implementation, and evaluation.
The territorial community councils have committed to creating public consultation mechanisms to achieve territorial participatory democracy. In parallel, the community was recognized as civil society and was provided with mechanisms to activate its roles at the local level, represented by membership in advisory bodies and activating the petitions mechanism addressed to terretorial groups.
