Développent programs as an approach to public policy formulation

This study addresses the topic of development programs as an approach to public policy formulation in Morocco, by exploring the dialectical relationship between development programs as a modern mechanism for territorial management and their connection with territorial public policies. While regions and local authorities play a role in implementing public policies, their role within territorial public policies involves the preparation, implementation, and evaluation of these policies in accordance with the 2011 Constitution and the relevant organic laws.
Given the increasing complexity of state functions, the state has delegated a significant part of its powers to territorial levels (regions and other local authorities) within the framework of the principle of subsidiarity. As a result, local authorities now play a major role in designing development programs that cover the electoral mandate of the council, through which development projects are programmed in line with their competencies and taking into account their financial capacities.
However, this autonomy in management is often constrained by several challenges, sometimes legal, and at other times financial and managerial. Therefore, the scope of local authorities remains largely limited to economic and social development and infrastructure, with the prospect of expanding their competencies in the context of advanced regionalization.
